It was decided at their first meeting that Pieter Feith be the International Civil Representative in Kosovo (ICR). Veit said during a press conference at the Austrian Ministry of Foreign Affairs that the ISG was “the significant coalition of states, friends of the independent state of Kosovo’’ and that it was made up of five members of the Contact group – the U.S.A, Great Britain, France, Germany and Italy, as well as Austria, the Czech Republic, Sweden, Turkey, Finland, Belgium, Denmark, Hungary, Slovenia, and Switzerland.

He emphasized that it was necessary for U.N. Secretary General Ban Ki Moon, who was responsible for implementing Resolution 1244, to announce who, when, and on the basis of what legal foundation decided to form the uninvited International Steering Group and appoint an international civilian representative for the implementation of the Ahtisaari plan. Kostunica stressed that, what we were dealing with here was bare political violence and a rudest form of legal violence against the State of Serbia, which is a member state of the United Nations and to which the UN Charter had to apply. The increasing violence perpetrated against Serbia day after day had to stop immediately.
